Regents approve new strategic plan
Five year plan goes into effect July 1; driving force continues to be aspiration to be the best

The Board of Regents, State of Iowa, approved Iowa State's next strategic plan during its June meeting in Okoboji. The five-year plan takes effect July 1.While the aspiration to become the country's leading land- grant school remains the driving force behind the new plan (as it has driven the last two plans), the strategy for getting there has been repackaged.
The six goals of Iowa State's 1995-2000 plan have been replaced by three interconnected goals: learning, discovery and engagement, which correspond to Iowa State's land-grant roles in teaching, research and outreach, respectively.
In his presentation to the regents, President Martin Jischke said a key addition to the plan is its reference to Iowa State as an "engaged" land-grant. Engagement, he said, goes beyond outreach because it is two-way, from planning to implementation, "resulting in greater connectedness between public universities and the societies they serve."
The plan includes a list of progress markers, such as enrollment, retention, graduation and placement rates; assessment of student outcomes; characteristics and competitiveness of faculty and staff; sponsored funding and state funding levels; and internal and external "citizen" satisfaction. There is a second set of benchmarks for land- grant peer schools against which Iowa State will measure its improvement.

Seagrave, stadium get regents nod
In other discussion, the regents:
- Approved the appointment of Richard Seagrave as Iowa State's interim president designate until Aug. 14, when he becomes interim president, and increased his interim salary to the annual rate of $195,000. College of Business dean Ben Allen was named to chair the presidential search committee. The regents said they hope to name a permanent successor to President Martin Jischke by Dec. 31.
- Heard an early proposal on plans to construct a $14 million structure at the south end of Jack Trice Stadium. The upper level will add 7,000 seats to the stadium; the lower level will house two basketball/volleyball practice courts. A formal proposal will be made at the regents' July meeting.
- Approved an agreement between Iowa State and the U.S. Department of Agriculture to build a large animal infectious disease isolation biosafety facility at the National Animal Disease Center, Ames. Iowa State will build the facility and transfer ownership to the USDA; the two will jointly operate it for 50 years.
- Approved a revised Student Conduct Code for ISU students.
